Technique and Form are two totally different things. Technique is the way you perform an exercise in order to target specific muscle groups. For example, Barbell Bicep Curls a close or wide grip are types of techniques used to target different muscles of the bicep.
Form ia all about Injury Prevention. An example of good form would be not rounding your back performing a Deadlift exercise. Without good technique and proper form your results won't be as good as they could be. So continue to learn and practice good exercise techniques with proper form.
